Recently, the 3rd Session of the 16th Xihu District People's Congress and the 3rd Session of the 6th Xihu District Committee of the Chinese People's Political Consultative Conference (CPPCC) were held in Hangzhou. Deputies and committee members from across the district gathered to discuss key development priorities and major livelihood initiatives for Xihu District in 2024.
Han Sheng, a deputy of the Xihu District People's Congress and founder and CEO of QuVideo, and Chen Chengfeng, a member of the Xihu District CPPCC and a senior executive at QuVideo, attended the sessions and actively contributed recommendations and proposals.
On the morning of February 4, 2024, the 3rd session of the 16th Xihu District People's Congress officially opened. Deputies gathered at the district cultural and sports center to hear the report on the work of the government delivered by Zhou Yang, Chief Executive of the District Government. In the report, Zhou emphasized that in 2024, Xihu District aims to become a leader in the integrated developmetn of the digital and real economies, achieving new breakthroughs in industrial development.

Technological innovation remains the overarching theme of Xihu District's development. As a digital enterprise rooted in Xihu and focused on global markets, QuVideo continues to embrace change and explore new paths for innovation-driven growth.
During the session, Han Sheng submitted a proposal titled "On Seizing the Opportunities of Generative Artificial Intelligence to Enhance the International Competitiveness of Xihu District’s Digital Trade Enterprises." He noted that the rapid development of the AI industry will serve as a new engine for Chinese companies going global, enabling more enterprises to expand into international markets. He also highlighted that the report noted core industries of the digital economy accounting for 30 percent of GDP, a figure that reflects the district's strong momentum and growing confidence among globally oriented startups.
Han suggested that the government further support digital trade enterprises by organizing collective overseas outreach, providing international exchange platforms such as forums, offering targeted subsidies, reducing incubation space costs, and allocating industry-academia-research resources to small and medium-sized innovative enterprises with distinctive strengths in specialized fields.

Chen Chengfeng attended the meeting and, together with more than 300 committee members, participated in deliberations on various reports, contributing insights and building consensus to promote high-quality economic and social development in the district.

As 2024 marks a pivotal year for advancing the 14th Five-Year Plan and a renewed starting point for Xihu District's Six-six initiative, QuVideo, which has been rooted in Xihu for over a decade, will continue to focus on innovation in the digital economy and contribute to building a dynamic district with strong capabilities in science, education, and cultural creativity.
