On February 1, 2023, the 2nd Session of the 16th Xihu District People's Congress officially opened. Delegates from across the district gathered at the district cultural and sports center to hear the report on the work of the government delivered by Zhou Yang, Chief Executive of the District Government. Han Sheng, a deputy of the Xihu District People's Congress and the founder and CEO of QuVideo, attended the meeting.
In the report, Zhou Yang highlighted that 2023 is the first year for the full implementation the guiding principles from the 20th National Congress of the Communist Party of China (CPC), the 20th anniversary of the Double-Eight Strategy, and a critical year for Xihu District's Six-six initiative. The district aims to empower its development, pursue transformative initiatives, and achieve landmark results, striving to position Xihu as a leading model area for high-quality common prosperity.
Against the backdrop of prioritizing high-quality development, digital economy has been a key focus in recent government reports. Enhancing efficiency, accelerating the clustering of leading industries, and driving rapid economic growth are central to Xihu's strategy. During the session, Han Sheng drew on Xihu District's digital economy advantages and the strategic directives of the Double-Eight Strategy emphasizing greater domestic and international openness. He proposed that the district accelerate the global expansion of its digital economy and promote scaled industrial development.
Focusing on improving management and service models for digital economy enterprises, Han Sheng submitted two proposals to the congress, including "Recommendations on Enhancing Network Information Security Awareness and Management Capabilities of SMEs." The proposals call for enterprises in the digital economy sector to advance both revenue growth and legal compliance, ensuring truly high-quality development. This marked Han Sheng's first formal submission since being elected as a deputy of the Xihu District People's Congress last year.
Han Sheng also noted that in 2022, thanks to Xihu District's integrated support in policies, industry, and talent, QuVideo was able to consolidate its technological innovation advantages and pursue a global development strategy, establishing itself as an international export-oriented brand. In the same year, QuVideo and its team members received multiple honors, including "Quasi-Flying Enterprise of Xihu District," "Key Cultural Enterprise of Hangzhou," and "Top Ten Technology Talent of Xihu District."
