On the morning of May 28, 2025, the 4th Session of the 16th Xihu District People's Congress officially opened. Delegates from across the district gathered at the cultural and sports center to hear the report on the work of the government delivered by Zhou Yang, Chief Executive of the District Government. Han Sheng, a deputy of the Xihu District People's Congress and the founder and CEO of QuVideo, attended the meeting.

In the report, Zhou Yang reviewed the government's major work since 2024. She said: "2024 was a critical year for achieving the goals of the 14th Five-Year Plan and the starting point for Xihu's economy to reach the new milestone of 200 billion RMB. He recommended guiding the concentrated development of export-oriented digital cultural projects, encouraging the innovative application of new technologies in content exports, further strengthening coordination across the cultural trade industry chain, building an internationally influential digital cultural industry cluster, and accelerating the introduction and cultivation of versatile, global talent to lay a solid foundation for the development of new quality productivity forces.
